Set Foodi to 'saute' on high. While Foodi is heating, toss beef with flour until coated.
Add vegetable oil and beef stew meat to heated Foodi pot and brown meat on all sides, about 10 minutes. Turn off heat.
Add broth and seasonings, and scrape any sticky bits from the bottom of the Foodi pot with a wooden spoon.
Secure and lock pressure cooking lid, and turn valve to 'seal'. Pressure cook on high for 20 minutes. Quick release pressure once cook time is up by turning nozzle to 'vent' and remove lid once pressure has released.
Add onions, carrots, celery, and potatoes to pot and stir well.
